In downtown Plauen the erstwhile Tietz Department Store, built in 1914 and today a heritage-listed building, has been radically converted. Extensive demolition, conversion and modernization work was necessary in order to ready the edifice for use as the headquarters of the Vogtlandkreis District Administration Office. The building complex is divided into four sections: two existing buildings and two new-build annexes.

The reinforced concrete new build attaches without joints to the historic building, which consists of a steel skeleton frame. The planning included additional temporary construction works and devising the construction process. Given the present substance and the downtown location, the project entailed demanding challenges as regards both the structural design and the scheduling. The existing rock subsoil with varied strength and deformation behaviour is only suitable to a limited degree as a load-bearing layer. To prevent differential settlement with respect to the existing structures, the new building is founded on groups of bored piles.
